Paper Tests for PA Kids

Pennsylvania now requires every child in grades 3-8 to take the PSSA on a screen. This petition asks Governor Shapiro and the PA Department of Education to return to paper tests for grades 3-8 and to give high school students the option of paper Keystone exams. Some students with an IEP or 504 plan need tools that only a digital test provides, such as text-to-speech or a screen reader. We are asking for paper to be the standard PSSA format in grades 3-8, with the digital version available to any student whose IEP or 504 plan calls for it.

To Governor Josh Shapiro and the Pennsylvania Department of Education:
We are Pennsylvania parents, caregivers, educators, and community members asking you to reconsider the 2026 requirement that all state assessments be taken digitally.
Until recently, Pennsylvania districts could choose paper or online testing. Now that all tests must be taken digitally, every third grader in the state sits in front of a screen to take the PSSA, at an age when many children are still learning to write by hand.
Tests shape what happens in classrooms all year. Reading passages, math practice, and writing assignments migrated to devices so children would be ready for the format they will face in the spring. Learning that once happened with a book, a pencil, and a teacher now happens increasingly through a 1:1 device. This is happening at the same moment districts across Pennsylvania are working to reduce screen time and keep phones out of the school day.

The state has defended the switch as faster and more efficient. Yet nationwide, state education agencies that promised faster results from digital tests now routinely take longer to get scores to families than they did in the paper-and-pencil era.
We are not alone. New York moved its grades 3-8 state tests fully online this past spring. Within months, more than half of the New York City Council asked the state for a paper-and-pencil option, warning that "a computer-based testing mandate creates pressures for additional screen exposure." New York's Education Department is now reviewing that request.

We ask that you:
  1. Return the PSSA to paper and pencil for students in grades 3-8, and ensure the digital version is available to any student whose IEP or 504 plan calls for it.
  2. Let high school students have a paper option for the Keystone exams.

A test should measure what children know, not how comfortable they are on a device. Please give Pennsylvania students that chance.
Sincerely,
The PA Unplugged Coalition

Common Questions

Everything you need to know about running a successful campaign.

Can I modify the template language?

Absolutely! While our templates provide proven messaging frameworks, you can customize details, add local context, and adjust tone to match your community's needs.

What if I'm not experienced with organizing?

That's exactly why we built this! Our templates include step-by-step guidance, proven language, and everything you need. Most successful organizers using Four Norms had zero experience when they started.

How do digital signatures work?

Parents sign using their name and email on any device. Signatures are legally valid for petitions and generate professional PDFs with signature pages for presentations.

How much time does this take?

Initial setup takes about 5 minutes. After that, most organizers spend 2-3 hours per week managing their campaign. Our automation handles the heavy lifting—you focus on building relationships.

What if no one signs?

Our templates have been tested in 50+ communities with consistently strong results. Plus, you get access to our community of organizers who share what's working. We also provide coaching calls to help troubleshoot.

Is this really free?

Yes! Starting a campaign is completely free. You can collect unlimited signatures and use all our basic tools. We offer premium features for power users, but most successful campaigns use only the free tier.
